The Public Employment Service Office (PESO) was established as a local government office in 1999 by virtue of Republic Act No. 8759. Due to the growth in functions of the QC PESO, the City enacted Ordinance number SP-2657 series of 2017, providing for its new organizational structure. The current QC PESO promotes participatory governance and fosters a collaborative and inclusive approach to decision making. It initiates and proactively uses strategies that enable workers to have a voice and represent themselves in the crafting and implementation of programs and projects that directly affect their lives.

In response to the Clovid-19 pandemic, the QC-PESO became part of the QC Government Task Force on Food Security which focused on making nutritious food available, accessible, and consistent to the pandemic victims. QC-PESO assisted in the conduct of orientations on food security and urban farming, and in the distribution of seeds and farm implements.

Going beyond the distribution of seeds and farm implements, QC PESO helped the urban farming orientation participants form into Urban Farm Organizations based on their geographical location. It also helped the newly-formed community-based organizations identify training needs and facilitated linkages with the appropriate support agencies.

To date, there are more than 1,000 organizations being assisted by QC-PESO, of which 726 Workers Associations are also duly registered with the Department of Labor and Employment (DOLE). The Urban Farm Organizations are now represented in the City’s People’s Council.

Currently, it focuses on uplifting the lives of workers in the informal economy, promoting good green jobs and advocating for Social Solidarity Economy (SSE) as a framework for development.
